They often do not register in people's perception and show little functional and infrastructural connectivity with respect to the surrounding urban spaces. Upgrading to improved energy efficiency and conversion for gigantic buildings is one challenge; interconnecting the areas with the city is another. When such areas of potential are suddenly opened up, it arouses the interest of various stakeholders. As a result, they are ideal for trying new negotiation processes. Mostly owned by the public sector, these areas also provide an opportunity to make a mark for urban development that is geared to generating a benefit for society at large.
