They came about rather by sheer accident as a result of the respective expansion needs of the city at the time. Buildings of different use and structure are largely disconnected from each other here: bits and pieces left over by the period of promoterism, hospital complexes and office complexes, industrial and commercial parks, Plattenbau estates as well as subdivisions of small parcels of land occupied by single-family dwellings. Such city neighbourhoods are generally intersected by ghastly and excessively dimensioned traffic arteries. A large number of fallow or empty properties, as well as "residual areas", provide the IBA with an opportunity to create connections here and to develop something genuinely new.
