They appear to be "outside", even though they are in fact right in the middle of the city. Typically, one finds a high percentage of owner-occupied flats (condominiums) here, given the preferred location. Gentrification measures, particularly to improve the energy efficiency of the building stock, pose special challenges to the organisation and cooperation of individual owners. A key to urbanisation, especially in connection with the further development of legacy of socialist urban housing, lies in the redesign and revival of the adjacent thoroughfare as well as the green and free spaces within the areas.
