The degree to which legal use of the development measure instrument was made can be seen from the following figures: in the period from June 1993 to September 2010, some 3.060 authorisations under development law were granted, approximately half of which were land transactions and half constructional measures. Five compulsory purchase processes were started - a small number in comparison with the size of the measure and diverging range of interests. The figures document a high degree of successful reconciliation. Within the period of time mentioned agreements were drawn up with 147 property owners, wherein Berlin refrained from purchasing the respective properties because it served the purposes of the development measure and the development-related increases in value were paid for. To this date the payments have a total value of 160 million euros.
