Why does Berlin need a third International Building Exhibition, IBA Berlin 2020?


Berlin is growing again - finally. But this also makes visible - just like in many other major cities of Europe - the dark sides of the dynamic development: pressure on the inner city districts is growing, rents are increasing rapidly, the gap between the inner and outer city is becoming wider and wider. The Senate Department for Urban Development and the Environment is currently working on an urban development concept 2030 and has already started a housing realignment.

The International Building Exhibition Berlin 2020 serves as an excellent instrument in this context to develop very specific exemplary solutions for addressing future questions concerning substance and process. A temporary state of emergency is declared by way of the IBA Berlin 2020. Since the IBA acts outside the daily business of urban development, it can question seemingly irrefutable general conditions and generate innovation largely independently of so-called factual constraints. It provides an open platform for a social policy discussion and debate that integrates the knowledge, commitment and experience of a maximum number of actors within and outside of Berlin. The IBA can lead to a social and political rethink, it can develop new processes, and it shows the results of the intensive IBA process by way of specific projects in urban development and architecture.

The IBA Berlin 2020 is headlined as: "Outer city becomes inner city". Projects are to be developed and implemented for these topics: "City of diversity", "Housing drives development" and "City builds city". Three accompanying tools will guarantee high quality of process: spacious city, instant city and city as a forum.

In 2013, IBA Berlin 2020 can enter into the take-off phase. All stakeholders are called upon to participate in the discussion, to contribute to the further development of ideas and to implement exciting projects with the IBA.
