Setting up the binding land-use plan I-B4 (B-Plan I-B4) after the conclusion of the International Competition for Urban Design Ideas - AlexanderplatzIn July 1994, two months after the Senate of Berlin had concluded the implementation of the results of the above mentioned competition for urban design ideas, the borough Berlin-Mitte started the development of the binding land-use plan I-B4 by concluding the installation of the so-called "Koordinierungsbebauungsplan I-B4". On the basis of B-Plan I-B4, the characteristics of the future public and private spaces were defined in principle. These characteristics were an essential precondition for the uniform constitution of the binding land-use plans of the individual projects. The content of B-Plan I-B4 meant fundamental changes in the urban planning concept and it became evident that the planning competences of the borough Berlin-Mitte were not sufficient for an efficient handling of the matter.
In January 1995, aiming at a broad balancing of the private and public concerns at Alexanderplatz, the Senate of Berlin declared on the basis of the so-called law "Ausführungsgesetz zum Baugesetzbuch" (AGBauGB) that the planning area Alexanderplatz was of exceptional political importance for the city. Hence the responsibility for B-Plan I-B4 Alexanderplatz was handed over into the competence of the Senate Department for Urban Development. The areas at Alexanderstraße, that originally also belonged to B-Plan I-B4 Alexanderplatz but that were not affected by the planning of the tower blocks, remained in the responsibility of the borough Berlin-Mitte (fields E2 to E4 in the binding land-use plan I-43 Alexanderstraße).
Division of B-Plan I-B4 Alexanderplatz into three sectionsIn June 1997, during the phase of the early participation of the public (that is required by law for the development of each binding land-use plan), the Senate of Berlin and the borough Berlin-Mitte presented the two binding land-use plans "I-B4 Alexanderplatz" and "I-43 Alexanderstraße" including all necessary additional expertises.
Especially the reactions of the property owners outside the main planning area showed a decreasing willingness to take part in the realisation of the planning and the co-financing of the necessary changes concerning the public infrastructure. On 23rd of July 1998, in order not to disturb the dynamism of the investors of the main projects (by this partial worsening of the situation), the Senate Department for Urban Development issued a resolution purporting the division of B-Plan I-B4 into the three parts "I-B4a Alexanderplatz", "I-B4b Rathausstraße" and "I-B4c Karl-Liebknecht-Straße".
