a) The Senate Department is responsible for:
The STEP Urban Development Planning
The STEP Plan covers all general aspects of urban planning for the city as a whole. It describes necessary and projected planning measures, or types of measures, and also if appropriate priorities for their implementation. It thus provides a framework for the other planning levels. It is developed for uses such as housing, trade, communal needs, infrastructure, traffic, or open spaces, as well as for special aspects such as the cityscape.
The FNP Zoning Plan and the Landscape Programme (LAPRO)
The FNP Zoning Plan specifies in broad outlines the planned types of land use on the basis of the urban development planning. Areas smaller than 3 hectares and individual sites are not shown. Alongside the FNP, a landscape programme is also drawn up which contains the demands and goals of nature conservation and landscape management as well as the relevant landscape planning measures.
b) The City Districts are responsible for:
The District Zoning Plan (BEP)
The District Zoning Plan contains detailed development plans for specified areas of the District, including the desired distribution of uses, development details and constraints, as well as the nature and priority of proposed planning measures.
Local Development Plans, Landscape Plans
Local Development Plans contain legally binding specifications covering the nature and dimensions of construction, the area of a site that can be built on, and local public areas and highways. The details are specific for each site. As a result of the historical developments in the city some areas are not covered by such as plan. In parts of former West Berlin, the Construction Use Plan (Baunutzungsplan) specifies the type and dimensions of constructional use, together with building lines along roads. Landscape plans provide legally binding regulations relating to the goals of nature conservation and landscape management.
Planning permission
It is necessary to apply for planning permission for every construction project before work starts. Requirements include a site plan, building plans, views, sections, descriptions of construction and technical facilities, proof of sound design, and a drainage plan.
